Cylinder 12 Deactivation/Intake Valve Control Circuit Low

The intake valve control circuit on cylinder 12 is receiving a voltage signal that is below the minimum required to operate the solenoid. Without sufficient power, cylinder 12 cannot be deactivated, wasting fuel. Check the wiring, connections, and power supply to the control circuit.
